Because a lot of people who work in restaurants have had their share of legal skirmishes. Obviously it's not all of them but I'm a probation officer and a good number of my offenders work in restaurants.

Having grown up in a professional kitchen, I can say people who work in restaurants do NOT do these things. If you know of someone who is actually doing this, they are an exception and should be fired immediately. What you are describing is a biohazard and can be prosecuted.
Aside from the disgusting aspects of what you are claiming, this behavior leaves the restaurant owner open to lawsuits. Even a hint of this type of lawsuit will drive a business into bankruptcy. Who would want to eat there once the news was out?
Would you trust food from such an establishment? If the workers are doing this to some of the food, they are probably doing this to your food too. Have you become used to it? Do you want it this way at home also?
Think about what you are saying.

Their head is so swollen & so struck on themselves that they think everyone likes them too. They are too stupid to know that every single sip of drink & every bite of food served to them is spiked with the filtiest thing that the cook, waitress or waiter can find to put in it, because the workers no that police brutality is awaiting them just around the corner so they are getting revenge while they can.

I have worked in many restaurants and I have never seen this happen or even heard of it. Maybe you should get solid proof of this and have the place shut down. Every place I have ever worked gave Cops discounts or at least free coffee.

30 years in restaurant work tells me that this does not happen. I've never seen anything bad happen to any ones food even to those people who can't be pleased they all got the food they ordered with no extras

I don't know for sure, but I can tell you one man's story.
Sit, listen.
My boyfriend worked at a resturant years ago and he had to work on MLK day, and there were no buses running. He chose to drive his 'food not bombs' van to work, although he was unlicensed. A cop pulled him over, ticketed him, and proceded to lecture him about being an unlicenced driver. When the officer ended the conversation, my bf went to work. Lo and behold, minutes later, the same officer that had pulled him over minutes before was now ordering some food.
So my answer is that cops really do want boogers in their scrambled eggs. They know the secret, it really does make it taste better.

Majority of resturant employees do not spit or pee in peoples food...i guess not unless you really tick them off...so be nice...and leave a good tip or stay at home and eat.
