All companies that I know of only rent to 25+ due to insurance liabilities some new car dealers have rental agencies attached to them. Call around and ask. That's the best way

Most car rental agencys will NOT rent a car to anyone under 25.

Especailly if you are not from that country.

Use public transportation much better in a city like toronto.

No offense but at your age you do not have the experience to drive in a city like toronto. Very tough city to drive in.
