I believe Anodea Judith is the author of this particular way of looking at chakras.
Please be aware that there is a lot of stuff out there about chakras where the information has been separated from the yogic tradition, and heavily distorted. There are a lot of people who make a lot of money offering to help you "open" or "balance" your chakras.
If you're seriously interested in studying the chakras, I encourage you to do so as part of a larger study of yoga, Tantra (which does not mean sex, as it is often defined in the west) or of Ayurvedic medicine, etc. This way you'll get a more balanced understanding of the chakra system.
