Of course it is. The special olympics should be treated exactly like any other sporting event (which indeed it is!). However, it would be wrong to bet on anything related to the disabilities of the contestants. For example, it would be wrong to bet that the a hurdler with a fake leg will become irreparably entangled with a hurdle, or that the winner of the archery will be blind.

I do not think that it is right for ANYONE to bet on the special Olympics! My sister is part of the special Olympics each year. At least the ones by each county. Betting on the Special Olympics is morally wrong!

You could be handicapped by your lack of betting skills. Parking at the Special Olympics is problematic since most of the parking spaces are reserved.
