Hyperactive, tense dogs tend to whine and it can get annoying. We have a dachshund who will just sit there and whine for no reason. I'd recommend making sure she gets plenty of exercise. I think my dog Shorty whines when he's feeling restless and uncomfortable, and it seems to help when he gets to play for a while and then go back and sit down. He likes to play fetch, but some dogs like to go for walks, run around the house, etc. Make time to play with her for 20-30 minutes every day. If you take her for a quick walk it'll benefit you both!

you could try giving her treats when she is quiet. the moment she stops whining even for a few seconds give her a treat during that period. If she starts whining again ignore her. Go on doing your own thing, but once she is quiet say good girl and give her a tiny treat. She should learn pretty quick that when she is quiet she may get a treat. Gradually wean her off of the treats and just say good girl and pet her. hope this helps alittle bit. It will take a few weeks, so be patient

I'm sorry to say this but actually it is your fault.
Before you can get your pet into dicipline, you got to get your self into dicipline first, i mean when he do something wrong you got to tell him, don't feel bad, don't worry about his feelings, he won't hurt if you do it right...
If been do things wrong to my dog when i'm angry at him, but he still love me and will never leave my side... but also make sure to praise when he did right not only schold when he did wrong...
