Never wipe a dirty disk with a dry cloth or tissue, and never use solvents of any kind (like alcohol).

The biggest issue is to avoid making tiny scratches in the surface. A few scratches are OK if they are radial, and not tangential to the optical tracks. Hence you should always wipe in a radial direction. (The digital redundancy of the disk can handle a few bad samples per rotation.)

Start by washing your hands with soap and water. Then rinse the disk under running water. This will remove most loose dust and grit.

Rub 1 drop of dishwashing detergent onto your wet thumb, index, and middle fingers.

Wash the wet disk with your fingers in a radial motion.

Rinse the disk under the faucet. If you want to be very careful, give a final rinse with distilled water or purified water.

Wipe dry gently with a very clean cotton cloth in a radial motion.

I've cleaned many CD and DVDs this way and have never had any trouble. Disks that were skipping have been fixed every time.

I use alcohol and a cotton ball. Put a little alcohol on the cotton ball and rub the CD from the inside out in a straight line.

My Grandson's always have this issue with their games. We use a soft tack cloth (like for dusting) from the inside out, in circles. That's what GameBoy told us to do. What else works is an old clean pair of brown work gloves turned inside out. They took all my work gloves. LOL

They have really cheap cd cleaning & scratch repair kits that are worth buying. Before I had one, I used toothpase and paper towels.
