"They" would be the Romans from the Roman civilization. Many schools teach about that in sixth grade..

Much of our current life is based on history, including numbers and even our alphabet. We borrow ideas from other countries and Roman numerals still are around as they look pretty on clocks!

The language of Rome, Latin, used these letters for numbers and Latin was for a thousands years and more a prestigious, scholarly language, and moreover, people from various countries could communicate in Latin to overcome the handicap of multiple languages - it was used in science extensively especially. We use Roman numerals today for clearing up potential mistakes, as in writing prescriptions, and for making lists and outlines. Not so much anymore, though. Taught this in school. You can also find this online in varous search engines and encyclopedias.
