Only if you let them.
If you pop these words out casually, be prepared to back them up. If you aren't one of those tools that lets his GF somehow force those words out at the end of every flippin conversation, then make sure she knows that right from the start.
If you aren't sure she's quite there with you, then the next time you're really feeling it, just open up & tell her. If she's doing something exceptionally adorable at the time, a good way to say it if you're afraid of losing your nerve if to mention how much you love the way she does that, of how you love that part of her & then segway that into how you love a lot of things about her & you've been thinking & now you're sure, that you're in love with her... Say that confidently & proudly so she'll understand that you aren't just being casual about it. Chances are she'll say it back, or not, depending on where she is in this, then you can mention what you expect those words to mean to her when you say them.
& don't sweat it if she doesn't immediately say she loves you too. Many of us really want the chance to think things through & be sure about our feelings before committed to something as horrifically wonderful as loving someone back.

When you say it to the one you are sure of to be the love of your life then yes it will truly change you and things you thought were significant in the past will make no sense at all after saying those magical words to the one you love. You will be consumed and so wrapped up... It's an awesome experience :-)

They certainly will. There is no better feeling than when the person your in love with says " I LOVE YOU"
Even better is when you can say it back and really mean it.

it depends on the circumstances: are you saying it or someone saying it to you? if you are sayign ti to someone who dosen't say it back it might change your life. if you say it and they do too it will change for the better. if they say it and you don't feel the same then you might fel differently about them. if they say it and you do to then it will be for the better. anyway it will probably change youyr life.

They can....depends on who says them to you and the intensity of your feelings for that person. But don't confuse love with sex--women do that all the time and we always get our feelings hurt. So if you don't mean it, don't say it.....
