You can do that with Adobe Photoshop, even with their very inexpensive Elements version. Piece of cake.

It looks like the foreground (houses) was superimposed over a vignetted image of a light or the sun. Vignetting is available as a filter on many image editing programs. The rest is cut and paste (possibly with smudging, blurring or feathering of the edges) of the two images.
