I believe tribe leaders are called Kings. And tribe doesnt necessarily mean primitive.

there is no concept of a universal Muslim leader. Imam (pronounced e-mam) means leader in Islam; they lead prayers and are generally fit for leadership positions. God bless. Peace!

"Khalifa", or westernized Caliph is the term for a Muslim, or merely Arabic speaking ruler or king.
An Islamic religious ruler is known as an "Imam".
