Ok I just read some stuff on it. Appearantly Daystar has tried for the last 3 years to complete a hostile takeover of OC's only public station.
From what I understand each community is required to have a community access channel. Daystar is a Christian run organization (and has had several FCC violations for using their channels to promote alterior agendas), therefore compromising the community's rights to a non-biased channel.
