Most people forget that New York is a huge state and more than just the city. If you remember correctly, a terrorist cell was broken up way up in Buffalo some time ago. I'd say, as a state, that New York is not any more or less safer than any other state.

As a city, New York probably is safer seeing as it has already once been targeted and remains an icon of American life so it is more heavily looked after than some other cities.

New York, Maryland, Virginia and Pennsylvania are safer states following 9/11. The Homeland Security money given to these 4 states have allowed law enforcement to improve security - taking a lot of criminals and weapons off the streets.

I don't know about New York State, but New York City was recently declared the safest big city in the US for the second year in a row.

Yes, since we have to protect the infrastructure of NYC and surrounding areas, including Indian Point Power Plant and the reservoir systems in upstate NY.
