Well, depends on who is praying. The bible says that the Lord does not hear the prayers of the wicked (the unsaved) - the only prayer he hears from them is repentence. But he definitely hears the prayers of his children. And the bible defines who are his children. John 1:12 To those who received Him (Jesus), to them has been given the right to be called the children of God. All others are his creation but not his children.

It depends on the person praying, the Bible makes it clear that God does not listen to the prayers of willful sinners. Proverbs 15:29 Isaiah 1:15-17

When we Pray, Jesus takes that prayer to God,then God sends answers by an Angel, but of course there is a war going on between heaven and earth , by Satans, And Gods Angels so It can take some time getting the answer to your prayer, But If you believe, you will get your answer, and its not always what we want that we get.

God hears my prayer he doesn't always answer the way that I like sometimes but he answer and do what is best for me.

I asked God this once. If I were you God, I'd make this world a better place, I'd make people happy, eliminate poverty, hate, war and all that stuff that makes people unhappy. I guess that makes me a better person than you God, since you don't do anything about all that. Screw freewill, that's a cop-out. If you are all knowing, powerfull, and GOOD, you'd certainly step in and stop young girls and boys getting raped. But it goes on all the time.
That was a while ago, I'm now an Athiest.

John 9:31 says if we have sin and inquity in our hearts he does not hear us.
When one prays for the Lord to save them then he hears cause they have come through the blood. Other than that God does hear those who are saved.
