One of my friend who is a student knows someone who came to USA 7 years ago on a student visa has finished her education and from 5 years working illegally and living in USA without work permit.

It is up to you and your friends whether to report her or not. If you want to report her, you can always call INS (I'm sure you can call the toll free number listed on their website, and they'll route you to the right person). Even if you don't report them, sooner or later, they'll find out and deport her out of the U.S.

Tough decision, you will become a witness. Your satisfaction will be someone else's misfortune and unhappiness. You just don't know if this person is supporting a sick mother, father or any other member of her family.

Report them to INS--but I would not hold my breath waiting for them to take action.
With most local law enforcement agencies there is almost no chance they will do anything.
