It really depends on the view you're going for. Personally, I prefer the view from the Verrazano Bridge, but if you're looking for something more realisitic that you can actually stand and admire, the Top of the Rock. You can see the Empire State Building from there and I find it easier to pick out the other landmarks.

Empire State Building is the better view; from the Top of the Rock, there's a chunk of Manhattan you can't see because the ESB's in the way.
The price to go to the top is a few dollars more for Top of the Rock, but I like the way they deal with the crowds better. At the Empire State, you have to wait in an endless line for the elevator that can take up to an hour or more. At the Top of the Rock, when you pay for your tickets, they give you a time to come back, so you don't have to wait in line.

From Top of the Rock, you get a nice view OF the Empire State building, so you can take a great photo. There's probably less crowds too.

both are not open in any respect situations. in case you intend to visit the ESB, I recommend you awaken very early! the line will be chaotic! both parts have large sights on the encircling parts. there is also been communicate abou ESB being closed to the known public even as the right of the rock is a touch new charm so i'd visit the ESB. if you're in ny for one evening, I recommend you go in this very low-cost one hour excursion of the completed island of ny (truly the merely area you want to visit even as vacationing the city of lengthy island). i have been on it some situations (faculties take students on them) the finished is the Circle Line excursions. You get to work out previous ny, present day ny, and each and every thing in between! have a reliable time!
