First i called her, she won't pick up. Now she is picking up, she turned down my offer to take her out the second time. We went out together about two weeks ago. Tell me is she playing with me or she's waiting to see more of me.

When you asked her out the second time, was it a refusal of the specific offer (she's isn't free that particular day, doesn't want to see that particular movie) or a general refusal? If she declined and gave a specific reason (I can't see you this week because I'm really bust at work), then you should have followed up with an alternate off (how about next week?).
But if she just said, no thank you - TAKE A HINT!
All this crap about women "playing hard to get" is just BS that guys use to avoid facing the truth of rejection. If a woman likes you, she won't turn you down.

she's not playing with you, shes just not interested in you as you are in her. She seems to be just keeping you on the side kinda like a back up if she fails to find anyone else. Dont let her do this to you. I am sure you deserve better, no one deserves to be treated as a door mat. Move on with someone new, it seems like its more work to get her out with you than anything else. Tell her that if she wants to get more serious than tell her to give you a call. But dont wait for weeks or months, if she doesnt call you within a week she doesnt know what she wants, and right now its not you. Go find someone worth your time, instead of wasting it all on this girl.

She is playing you because if she was interested she would have replied in some way.
Its obvious she wants some distance which means give her some space/
you might be giving out the signals that your interested in more than a friend and she may either not be interested in you like that or interested in someone else.
Wait, and let her initiate the phone call, or text, you didnt want to seem needy, that's pretty scary.

Young man, it time to move on. There are other young ladies out there just waiting to meet you. Never sell yourself short. You will make in life, even at time when it gets tough. Just don`t get cocky when it gets easy.

Hard to tell, if you can I would just ask her straight out if she was interested in you or not. At least you'll get an answer.

She is sussing you out, she is seeing how keen you are, she is playing hard to get, most girls will do this, if you really like her you fight for her, she will come round, if your not that interested she will notice and she wont go there, she is testing you.;

If you have to ask yourself this question, then she is playing with you. You want to "see more" but she jsut wants to use you like a marionette, cut that ***** loose.
