First off, its not a matter of offending someone--you will find that people's reactions to the question will vary from a questioning look to some one flat out laughing.
As for finding people in your area, you can check sites such as witchvox.com however, smaller areas just don't seem to exist on those kinds of sites.
For me, it took searching profiles, first for the wiccan interest--i also added paganism & witchcraft to the search; then once the profiles were returned, I started checking the locations--granted some people put off the wall answers under location--lol but some do actually put up their real locations.
That's on yahoo, of course.
Do a search for Wiccan/Pagan internet clubs/groups for the largest city near you--and then go from there to search out further--if you live in a small area.
You can even create a regional yahoo group--this may take time of course, and you will get members from further away, but at least its a start.
Visiting the local book store is a good place to start too. Start a conversation with a person who is also looking at the wiccan/pagan/spirituality/occult books.

Pay attention. Look for pentacles, crystals, etc... on a necklace. Look at the backs of cars, Blessed Be is a big teller on that. Look into shops that sell Wiccan/Pagan paraphenalia. They can help too.

Use Wiccan greetings/slogans in your language such as Merry Meet, or Blessed Be and see who returns the saying to you and if they say it in the way you will know them for who they are.

You can't if you live in the Bible belt. Attend a church that accepts any religeon, and then ask around in there. (Unitarian) Or there are many web sites that connect people with each other.
