No. Congress pass a "Tom Cruise" bill that restrict non-medicle people from purchasing a ultrasound no matter how much the costs. The reason why it called "Tom Cruise" because he bought it for his wife and the congressman was upset about it.

Didn't you learn anything from Tom Cruise. Ultra Sound machines are only to be used/purchased by a licensed facility. Ultra sound used incorrectly or too often can harm the fetus.

Only if it is going to a medical office. People can't do this anymore (don't know why you would want to...) after Tom Cruise infamously bought his fiance' one while pregnant with Suri.
