If you omit the chocolate chips, you'll have something similar to a sugar cookie but with a slightly different flavor.

the chocolate chips are there for a reason and that is why they are called chocolate chips so when you bite into the you get a nice tasting cooking and then a little choc added. You could use something else like a nut of some kind and call them the name of the nut cookies.

Absolutely, both the texture and flavor will be altered.
In addition, the type of chocolate chip you use will determine the sweetness of the cookie.
