If you are what does All Is Fair In Love 'n' War
Does it mean if a guy steals a girl from another guy, that guy who had her stolen from him can try to get her back and it would be fair?

I think it means that people don't play by the rules...in love and in war. Without rules, anything goes.

If the woman chooses to go with another then that is her prerogative. Someone can try to seduce another from another and that is considered fair game. If a couple is deeply in love then there wouldn't be the slightest chance that someone could lure one away therefore even though it is fair game it doesn't mean that is always possible. In war the objective is to defeat and or destroy the enemy using whatever tactic possible and necessary. You can never really trust an enemy if they said OK you put down your gun first and then I'll put down mine. But it would be fair to try to convince your opponent to put down their weapon and after you shot his head off it would still be considered fair. Surely you lied but it was all considered fair play.

Robbie is right, it's essentially playing by your own rules, not society's. That doesn't make it right, but then a lot of times people are more concerned with what they want, rather than what's decent.
Now you haven't asked opinions, and I don't know the details, but I have to wonder whether a girl who can be stolen away is worth your time. Demonstrate integrity, and use it as a yardstick when you measure your friends.

Yes that is one interpretation....
Basically the saying means that when it comes to a persons passion LOVE & WAR then there cannot be any considerations to constrain the persons behaviour.
