i went to quick trip (gas station) and there was a sign that said it was a police substation.

A police substation is generally a small field office and not a fully manned police station.

It's a place where the police use as a local base of operations, but not at all hours. There might be a police officer station there at specific times, or someone who can contact the regular station.

It's a neighborhood office that the police can use to write reports, make phone calls, and have a public presence besides being in a car. It's a community policing concept.

A place where you can either file a report, or get information, possibly book prisoners and such. Just another branch of the main police station

It lets police officers be able to spread out more. Instead on getting a call 10 miles away they can now be closer.

It's not the main police station. I's a small detatchement of police.
