There are some good international schools, but the best are in the US and other Technologically advanced countries countries. That is why so many foreign students want to attend them.
And I think your facts are way off by the way . . . where did you get them. The average person in the US or any other 1st world country is way more educated.

The literacy rate in Mexico is horrible. A good part of the country is uneducated.
Cuba is somewhat of an exception. Cuba is a communist dictatorship. They can kill you if you don't learn to read
In most first world countries, there are choices. Some people make good ones other make bad ones. Most first world countries, including the US do an excellent job of educating their citizens. The US, Canada, and most of Western Europe have excellent colleges. Stanford, Harvard, Princeton, University of Chicage, Wharton School of Business, MIT, Oxford, etc.

To be completely honest. It is all about the pressures of Family and Government, as a community that encourages growth in Learning! However, many of those who are educated in those areas, fail in the U.S. universities due to the higher expectations and education in the country. Also, many of the first world countries allow people the freedoms to be individualistic, with less server consequences than the non-first world countries.
That is my interpretation, on your question.

in that countries you can't do what you want.
therfor, studyis free. they learn - math, science etc.
not "danger ideas".
in the western countries - you have to pay for your study. you can't enforce anyone to learn.
but if you want, you can learn about the free thoughts - which is not allowed there.
therefore - they have better technicians. but not even one site - with a free discussions - like here.

same happens with many more privileged students in chile --dont knwo a thing about mexico or cuba-- and ur gonna see that everywhere. its niot a first world pattern, its just how it is whether its the us, chile, brazil, sweden or australia.

In Mexico you learnd to read at the age of four and in U.S.A like at 7 years old.
A friend of mine (mexican) went to an american school for a year and she told me they were learning things (in 5TH grade) that we learned in third grade
