We use the 940EZ for FUTA and it seems that it has something to do with reaching a limit. Have you checked line for line to see the difference? FUTA tax is just a straight percentage.

The rate is the same regardless of the form you are using. The only thing is that the 940 form is normally used for a larger number of employees and therefore the amount would be greater.
