The Ruger 10/22 and the equvilant bolt guns and levers are accurate and dependable. The aftermarket 30-50 round mags tend to be junk however, so I would recommend the standard 10 round mag.
Marlin's lever guns are fantastic too. I do not care for their semi-auto model 60. It has a plastic part (I can't remember where) in the mechanism that I have had to replace repeated in friends rifles.
Savage bolt actions are great guns for the money. I have one in .17 HMR and it is my favorite small game gun.
New England makes some great single shot rimfires and you can get extra barrels so you could get one for .22 LR, .22 mag, .17 HMR, and .17 Mach 2. You can also get them with changable barrels for a .410 shotgun. Rossi also makes one and I have it in a .22 and 20 ga.
I have a springfield .22/410 (M6) that is fun to shoot as well.

There were some of the(early) 10 round rotary clips for 10/22's they didn't like to feed that last round, that would be the only problem I have ever heard of with Ruger .22's..IMHO they are the best bang for your buck among .22 rifles..
for best all around .22 ever, yes I know they are hard to find for under $400, but sometimes - Weatherby XXII (15 round tube version)
for best value - Ruger 10/22 - love those Mitchell 50 rd clips. I don't think you would ever be sorry you got one, great little hunting/plinking rifle...
An oldie but goodie, and a GREAT little hunting .22, the Winchester M62, most of the time owners are very proud of these but you can find them for under $400 sometimes.
Lever action - you have Henry 22 and Golden Boy - Winchester M9422 and Marlin M39
Bolt action - Remington 504, Ruger 77/22, Winchesters and the Browining A-Bolt will all run you over $500 of those I would go with the Browning...Even more expensive but fine rifles are the Sako and Kimber..Not many bolt action .22's, but Savage makes an inexpensive .22, CZ makes a nice looking rifle...If it were me and I just had to have a bolt action, I would go with the Browning A-Bolt, keep my eyes open and look for a great used one!
for most innovative - Armalite AR-7 >now made by Henry..I know this isn't what you specifically ask about,hunting-target, but this little .22 is so neat I just had to add it...Take a look just for fun

Any of these guns are very accurate and meet your budget requirements. I have a Marlin model 25 that is a tack-driver. The Ruger 10/22 is very reliable, costs around $160-$170 new, and has a plethora of aftermarket parts so that you can customize it to your heart's desire if you wish.

I would without a doubt agree with timnehboy. The Henry Golden Boy is the best .22 I've owned hands down. We can tell you all about the smooth action all you want, but it is something you have to experience for yourself! My wife got me one 3 yrs ago for about $370. I'm sure you can find one for about $400. If a lever-action isn't your cup of tea, I'd go for the Ruger 10/22. It's a good shooter and the variety of accessories for it is amazing. Good Shooting!

the marlins r cool and fun to shoot, as r the ruger 10/22. you can also customize the 10/22 really easy to make it super accurate.

i would have to say the ruger 10 22 is your best bet. i have one, it has never failed . i would buy another if i were to have a grandson in the next few years. but all in all, ruger is your best money

I have shot LOTS of .22's, and the ONLY one I would recommend is Henry's Golden Boy. I have one and it is the sweetest shooting gun! I don't really care for the semi-auto .22's because ammo is cheaply made and very prone to cause jams. They are very accurate, and the action is soo smooth.
Trust me, if you get one you will not regret it.
I paid $380 for mine.
