As was stated already ... both will melt from fire ... but then you would have to worry about the padding underneath being flammable.
Why don't you just spray the fabric with a flame retardant, then you won't have to worry so much about the rest of it going up in flames.

Can't answer with absolute surety without more info. like what is the thickness and substrate, but in general, polypropylene should be less flammable.

Neither are flammable. Both will melt.

Polypropelene has a lower melting point, but is more stain resistant.
