Most states have a registry. Make sure you register, then if she registers also, they will notify you.

Try various avenues like Local Papers(can be bit expensive)
There is a Looking For Teletext Page on Channel Four (Free).
Or at One Time The Salvation Army helped people, but not sure if they still do this service.

Your mum ought to be able to find her daughter. Go back to the records office and insist they help you. People are always traceable unless there is some sort of criminal reason why they shouldn't be traced. You can go to the records office of births and deaths and if you know a name you could be lucky.

Did you go find the hospital where she was born and ask for the records? You might try going through all the reacords your parents have and try to find anything usefull, even your grandparents records. Chances are she might be looking for you also. Good luck! ^.^

You might check adoption.com and see if she is registered. Do you have her date of birth or know anything about what area she would be in. If her first name wasn't changed it will make it easier to find her. Privateeye.com might be able to help if you have a first or last name.

Try asking a bunch of strangers if they know your sister without showing them a picture. A friend of mine found his birth parents that way.

you can get a private agency to help track her for you, it costs money. (if you are in the uk try adoptionaid or norcap)
it cannot guarantee that your sister will talk to you but at least your sister will know that someone is looking for her and it may help her to overcome any hesitation or anger she has against your mum.
good luck

Without the adoption papers I'm not sure how far you can go...unless your mom can tell you what hospital she was born in and see if anyone there remembers her.
