how can I make movie captures?

I'm looking for a little programe or media player (preferably freeware) that will allow me to capture images from a dvd movie and turn them into pictures. Does anyone have any suggestions

powerdvd allows you to take snapshots. if you pause and fastforward frame by frame, you can probably make a animated gif with the image sequence
