Is there any rules that state the person who wins the mega jackpot has to be a US citizen??

If not, they probably can cash it in, and claim the money. Then move back home, and live a rich life.

Most contests say in the fine print that you have to be a resident.But I don't know about Lottery's .I do know that over half goes to the government for the taxes before the winner gets it.the higher the jackpot the higher the tax bracket so more comes out of the winnings.I think they are able to keep it,after taxes and he would be deported also I think.But with a ton of money he could hire a good lawyer to delay it for a long time

Valid question, Hmmmm, most likely the person would give the ticket to a US citizen and have the citizen claim the prize on there behalf. But at a cost I suspect. Well it makes sense, I 'am just guessing though.

What do you mean illegal? I assume you mean criminal?? Well, he would still get the lottery as long as the crime has nothing to do with the jackpot.

Sadly they receive the $ and are then deported. This happened in California in the 80's. He went back to his country a rich man..

People were extremely pissed about that.

All I could hope is that he doesn't pay his govt taxes because you know what happens when you don't pay such a huge tax like that? The feds comes a knockin'!! Plus I'm sure they'd be deported at that point too.

He is a lucky fella! But cannot claim the prize under his name. He can probably ask someone legal that he trust to claim the prize and give them a share.

Well, they can't claim it without getting into trouble, so they would likely hire someone to collect it for them and hope that person shares!!!
