Not only will the hot water stay off but the morning will not be the only time we have to endure cold showers!
He is planning on making us take them right afterschool as well!

I could be wrong, but, the way I understand it is:
Your father thinks that you are complaining too much about some everyday thing(s) you probabbly take for granted that he either never had or was extremely lucky to have.
He might feel like ya'll all spoiled and don't appreaciate what you have. So he is trying to make you realize that the world isn't peaches-n-cream.
It can seem rude to take away hot water, but the answer to that may be, to stop complaining to him and start writing it down.
Maybe even change your approach. Instead of always complaining try talking with him in a way where he could consider you more mature.
You can still tell him about things that you are not happy with, but when you discuss them like adults, then they don't always seem so petty.
However, in spite of all this, some things just need to be kept to yourself. Your Dad doesn't need to hear about everything that he or you Mom do to you that you think is unfair.
Just remember if it seems petty or childish then mums the word. Also, just a reminder what you think is petty and childish may not be what he thinks are petty and childish. So whenever there's a doubt, go by him. That has a better shot at keeping the calm.

Do you not have to pay for water? if you do then tell him it's still costing him.
And tell him that you will end up ill and he'll have to pay for medical bills etc.
Are you in the USA or Uk? either way, report him.
And do what another answerer said previously, take a shower at a friends house.

Hey at least you have water. If we stayed in the shower to long my dad just shut the water OFF, it didn't matter if we were done or not.

Is he making you take two showers every day? Sorry, but I don't understand.
Mabye you should take sponge baths and wash you hair in the sink.
