Spam is selling something or directing someone to a website that provides financial gain to the post-er.
Quoting scripture is a basic right of US citizens guaranteed under the constitution, it is a part of freedom of speech.

Actually, you are absolutely correct: mindlessly cutting and pasting bible verses is SPAM. What it reveals is someone to lazy to use their own intelligence to answer your question, so they just throw chapters and verses at you and don't even begin to think for themselves as to what might be best for you. You should report them every single time they do that.

Quoting the bible is usually misquoting by people that should not be quoting the bible.
I think they are called "HYPOCRITES"......
I use to see and hear these people quoting from corners of Los Angeles where alcoholics and drug addicts hung out.
Now all our kids are doing it, Yep, misquoting and doing alcohol and drugs.
Ask any of these kids if Oral sex is "SEX". You will be surprised at the response.
What idiots. They are a generation of hearing and believing only what they want to hear and believe.

A lot of times people ask biblical questions and need biblical answers. So, no that wouldn't be considered 'spam'.

Depends on the context. If its just the verse, yes. If the verse is used to reiterate an already stated answer, no. Those of us that don't believe, aren't going to listen anyway.
