First, Judeo-Christian tradition has always held that single people be celibate. This is taught by Judaism and Christianity from before the Scriptures were written down.

The question should be: Why can't priests marry?

This idea of a celibate clergy came from the Jews, John the Baptist, Jesus, and the Apostle Paul.

The Jews. The Talmud argues that a person whose “soul is bound up with the Torah and is constantly occupied with it” may remain celibate (Maimonides, Laws of Marriage 15.3). For example, Yahweh ordered the prophet Jeremiah not to marry (Jeremiah 16:1-4). Moreover, the Essenes was a group that was active in Jesus’ time that practiced celibacy and thought by most scholars to be the authors of the Dead Sea Scrolls.

WWJD? What would Jesus do? Jesus did not marry.

John the Baptist and Jesus are both believed to have been celibate for their entire lives. Some scholars believe that the example of the Essenes influenced either or both Jesus and John the Baptist in their celibacy.

The Apostle Paul is explicit about his celibacy (see 1 Cor. 7). There is also evidence in the gospel of Matthew for the practice of celibacy among at least some early Christians, in the famous passage about becoming “eunuchs for the sake of the kingdom of heaven” (Matt. 19:12).

The concept took many twists and turns over the years and will probably take a few more before Christ returns in glory.

With love in Christ.

Given your lack of command of English (not to worry, you share that with 9/10ths of the world), I'm still gonna try and answer you.

A) There are married priests in the Catholic Church. Almost all are one of the Eastern Rite Catholics, called Uniate Churches.

B) Bishops in the Catholic Church may not be wed and even in the Uniate Churches, a married priest is not considered for an open epicopacy. Eastern rite Catholics share this with Orthodox ministerial practices.

C) If there is a married bishop in Africa, he cannot be considered a Catholic, of ANY rite. And yes, His Holiness would probably excommunicate him if he continued to act as a bishop while being married.

If I could understand what this question is asking I would be happy to respond. As for married priests, there are many married priests in the Catholic Church. It is common in the Eastern Rite of the Catholic Church. It is uncommon in the Latin Rite, but even there, there are some. I won't say more right now since I'm not sure what you are asking.
