Yes in GB go to the swansea passport site and away you go I did it quite painlessly

Per the official state website, you can print the application online but then have to mail it in. This is the least expensive option. You can do the process online through one of many companies that will process the application for you at a $100+ fee. If you want this, just search for Passport Renewal for a list. Also, you can get forms and renew at any US Post Office.

You can renew by mail if: Your most recent passport is available to submit and it is not damaged; you received the passport within the past 15 years; you were over age 16 when it was issued; you still have the same name, or can legally document your name change.

You can get a passport renewal application form by downloading it from this site.
