11.
In each bag is a number, followed by it's double, all the way to 512. The eleveth bag will have $35 in it, because that is what is left over.
Example.
$1 (bag 1),
$2 (bag 2),
$4 (bag 3),
$8 (bag 4),
$16 (bag 5),
$32 (bag 6),
$64 (bag 7),
$128 (bag 8),
$256 (bag 9),
$512 (bag 10),
$35 (bag 11).
(by the way, the word "bag" has now lost complete meaning...LOL)
Now, let's say you ask for $923 (it's a prime number, only divisible by itself and 1)
You can make 923 by giving you the bags # 1,2,4,5,8,9,10.

ok, so i'm a friggin genius... let me elaborate.
The bags amount in the bags are: 1,2,4,8,16,32,64,128,256,512,and 60.
The solution is the sum of the previous amounts plus 1. This will give you all possible amounts by picking the correct bags. After you put 512 in a bag, the sum of all of the bags is 1023, so the remaining 60 goes in the last bag, making the total number of bags 11.
hahaha, now show me your stuff, batman
