A child can not do any such thing. It would all have to be done by the guardian or parent of the child with the rights being violated.

That is something they would be best doing as an adult.

I have told several of my foster kids they should sue the state when they are older for the lack of proper treatment they received while in foster care.

Unfortunately children have few if any rights in the US. Your parents would have to do it for you. When I was much younger I knew a teenage girl who was raped by her uncle. The police would do nothing because her mother would not press charges. I don't think it's quite like that now, but not much better either.

yes, in certain cases it is possible. especially is there is abuse or anything severe involved.
