The car can be sold and operated on a temporary permit to drive it to the border. When you reach the border there will be fees due on the purchase. These can be quite expensive, plus you have to license it within a certain time period. The biggest issue id financing. However if it is a cash deal, then that is not an issue.

There are NO residency or citizenship restrictions on buying a car. Nor do you need a US driver's license.The issue you will have is registering it to obtain a registration and license (plate) number. If you are planning to register in Mex. or Canada you will need to meet the respective customs and state/provincial importation & registration requirements. If you plan to register in the US you will need a registration address for issuance of license plate & probably need to obtain insurance to obtain the registration.

There are RESIDENCY restrictions to purchasing a car - due to tariffs and exchange rates. If you don't LIVE in the US, you won't be able to purchase a car here.
Same thing goes the other way...
