You really can't install it natively without starting over because you can't reformat the drive to FAT32 without trashing everything. 98 can't read NTFS period.
A really good work around would be Microsoft Virtual PC. It would let you run it in a virtual environment inside your current XP. I use it all the time and it is the best thing that you will ever get from Microsoft for free.

They are two different file systems so the only way is to put win98 on another hd.

Delete the partition , create fat32 partition format it install windows 98.
