The cat in question is a 2 year old, neutered male tabby. We've had him for a year, but he's only started this licking thing in the last few months.

She's trying to groom you, so I'd say affection. It isn't like with dogs licking faces to induce vomiting (wolf cubs in the wild lick the adults faces when they return from a hunt, which induces vomiting thus creating wold baby food.) Domesticated dogs lick because unlike their wild relative (wolves) they never have to grow up and always act like puppies (adult wolves never play, they are all business). At least, that's what I learned on the Discover Channel.
Either way, you cat is just trying to groom you because she loves you and trusts you.

Its a combination of things. One he is showing you affection. Cats do not like often though as a rule. Though I had a cat once that thought she was a dog. She licked and would try and bark.

The second is rubbing his cheeks and head against you. He is marking you as his human. they have scent glands on their cheeks .

So he is saying I love you and warning other cats away *S*

Congratulations, you have been accepted into the "Cat Family". Your cat is showing you affection by trying to wash your face. They do this with their offspring, and sometimes with their buddies.

its a sign of affection, my cat head butts me and licks me in the face in the morning to wake up and give him food lol...don't think anything of it, he is just very fond of you.

There is nothing wrong with your cat.....both of mine do it. It's a display of affection. Mine does it in the middle of the night while I am sleeping and also when I scratch her neck. He loves you!!!!

My cat sits with new people in our house and if they are nasty to her she bites them, if they treat her nice she will 'clean' their arm hairs, their faces, their eyebrows, their head hair and facial hair on the guys who come round!
I would say it was affection, because I saved her from an owner who would kick her and treat her bad so she loves people to respect her.

affection definitely. cats usually aren't concerned w/ expressing dominance to their humans. if they were, it usually is expressed with spraying or destroying your things.
