She licks everything and everyone and has done since we got her from a refuge. Any ideas?

This sounds like a compulsive behavior. Could be her version of a nervous habit(like us biting fingernails etc). A safe guess would be that she has some self esteem issues given her background. I would work with her one on one during some quiet time with basic commands and play time using praise as the reward. Also, when you first see her as you enter the house & first thing in the morning ....squat down to her level and instead of petting her on top of the head like a big giant overpowering her pet her under her chin...it's friendlier to her. She has a lot of issues to work out. please be patient and remember that it will take time and love. good luck

Please take your dog to the vet. She may be lacking something in her diet and is trying to make up for it by licking. This is very common. Or the cause may be allergies. Another answer may be just behavior. Put your dog on a leash (do not connect the leash to a dog collar) and fit it high on her neck, near her ears. Hold the leash straight up with just a little tention. It will not hurt her and will give you control. (Like they do at dog shows when the handler is showing a dog). Introduce you dog to another person. At the very instant the dog shows signs of licking pull up on the leash quickly but just enough to divert her attention and in a strong but not loud way say No. Then release the leash to the starting position of just straight up with a little tention. This accomplishes two things. It shows your dog who is in control and makes it clear to her what she is doing is not acceptable. Good Luck..

When she starts get up and walk away. Treat it just like any other un-wanted behavior. Don't tolerate it. She does what she thinks you like and since you haven't done anything about it yet she thinks she's doing good.
You can also re-direct her attention to a toy. Dogs lick but to limit it don't ever let her do it

Heh, my dog does the same thing, but only when you start petting her. She licks, licks, licks, licks. Try holding her mussle closed gently when she starts licking. I suppose after a while she will learn not to.

you can put antiperspirant on certain things. that dries out their tongue and they can't stand it. We had to do that on a bandage for my dog so he wouldn't take it off. The vet told us to. I know you don't want antiperspirant on your skin or anything, so if he licks your face, give him a little slap in the mouth. Be consistent. And never let him lick. Always correct it.

Dietry issue or the dog has been mistreated locked away and this has manifested in this submissive behaviour.

Give him / her time and a bit of respect it will change if it is not a salt issue
