he talks to me very casually but i feel that he likes my company, he explains to me even without me asking if he forgets to reply to my messages, i was unaware that he observes me in the office because he would text me why i was not smiling or he would tell me later after the meeting what i was doing during (doodling) etc. etc.

Ask yourself is you like him. Is that not the most important question? what does it matter if he likes you. Do you only like him because he flirts and you like the attention, not really him? There are way more important questions to ask your self first before, Does he like me?
And from what you say, it seems yes, but on what level, and is he treating you like a friend or sister...or someone he would what to be with in the future, is up to you. Ask if you want him first. Tell you self no, and he will come a runnin'...

that would creep me out a little - seems like he's watching you a little too much - maybe he's waiting for a sign from you that you're interested - maybe ask him to lunch if you like the kind of guy that texts you to tell you what you were doing during a meeting or that you were not smiling.
