no. a prediction of future behaviour isn't always a guarentee it would happen.

I'd have to say no. Try to rehabilitate the person before the problem arises. Then if you know when the person is going to do this BAD thing keep an eye on him at that time. At that point stop him before they have a chance to do it.

If you knew Hitler was about to murder 6 million Jews and many other people in his country and elsewhere should you kill him now before he can get started or fight a long war with him later?

hmm. depends on if you knew for a fact that its 100% proven that they would do it. if your going off a guess, or if that had any way of changing then no u cant punish someone for something they havent yet commited. you could catch them in the process if you knew that they were going to commit it.
