A MS Word will let you import images without difficulty. As for pictures to use, when I taught I often found the best pictures to use were the labels of the items themselves or photos of the actual items. If you havea digital camera, take pics of the toys, paste it onto Word, label using large, clear, block lettering and print them out. If you choose to use the pics from the packages, simply cut the pic from the package and use clear instant laminate film to attache to the wording and the container.

Do it on your own computer, there's even a special kind of sticker paper where you can print onto it in your house printer, cut it into the right shapes, peel the back from it and place it over what you want to label. You can even use your own handwriting and color it with markers or crayons, I've even used it to label my nephew's school supplies like crayons, rulers, sharpeners, etc.
