for years it was the Red road flats in Glasgow. they are now thankfully going to be demolished.
Idont know what current building holds the record

Beethom Hill Hotel, appartments at the top.Actually the architect
lives on the top floor and he has a 300 year old fig tree up there as well.the towercranes that erected the main concrete structure
were supplied by HTC crane hire, the drivers were mr I Rumney, and mr J Parker, the main contractors were Carillion, sub contractors were MPB structural concrete contractors LTD. Plasterers ,Horburys,all the glass came from Austria. FROM THE TOP you can see the start of the pennine hills, said to be the back bone of Britain.To the North the Bury hills and the Peel monument,to the south you can see Joderal Bank the radio telescope in Cheshire,to the south west you can see Fidlers Ferry power station.NO one was killed on the job because of the excellent safety training all the contractors under took, even at high level.
However there is supposed to be a 65 floor building going up in Manchester in the next 4 years. Watch this space, !!

Beetham tower Manchester Is the tallest residential block of flats. It's something like 48 floors.
