Lawful permanent residency never expires unless it is conditional (i.e. based on a marriage of less than two years in length or a $1M+ investment). If you have conditional residency, you need to apply to have the conditions removed prior to its expiration. If you have unconditional status, then your residency never expires although the alien resident cards ("green cards") do expire and need to be renewed every 10 years.

Your question doesn't make sense. "Permanent" residence is permanent. It doesn't have a length, as long as the resident continues to live in the US.

In the USA, it depends on which state? Most are different....and the towns in that state can even be different. Rule of thumb is MUNICIPAL laws cannot be stronger than STATE laws and, STATE laws cannot be stronger than FEDERAL laws.
