yeppers! I have quite a few and I am one.
The Red Cross does make you wait a year before being able to give blood after getting a tat or a piercing. Just in case!

as long as it is more than a year after the tattoo i think it will be okay
but they will do a lot of test on this person before they will give any organ transplant

absolutely, providing the tattooed person that is wanting to donate their organs doesn't have Hepatitis (from getting their ink in a dirty shop, IV drugs..etc.)

Yes!!!
You must legally wait one year after your tatooing though, before they'll accept your blood donation. Some places also require you to wait one year after body piercing also. This is just a precaution for the blood-bank; if, for some, reason you were to develop a "condition" after your tattooing...for example hepatitis, HIV, or any other blood-born illness.
