I hope you have got any Cd-Burner software. Insert the CD, open the program, click the 'ADD FILES' button. Then select the files you want to burn from the new window and then click "ADD'. After selecting the files click OK to close that window and go back to main main of CD-Burner. Then select BURN.
This is the case with NERO and BURN-FOR_FREE. Other software may have some different interface but the procedure is always the same.

No extra software is needed. This is part of Windows XP.
Either drag or use "right click send to" the files to the CD drive window. To get to the CD drive window go to "My Computer" and select the drive icon. You can also get there by clicking on a bubble that should appear when the first file is moved. The CD drive window will have as its first task in the left pane "burn a CD". Click on it and follow instructions.
