Did you also notice that he made an effort to conceal that from his friend the visiting policeman. That is because it is illegal. I don't think you will find a commercial device that does it for that reason.

Most criminals around here just steal a few plates and put them on in a minute or so of screwdriver effort. It may not be high tech but it seems to do the job according to the newspaper accounts of the crimes.

totally illegal. and would require a lot of work inside the bumper (you would have a triangular carrier you need to rotate, and locate). And if you can afford the beemer you likely could have someone else do the dirty work for you.
