Photoshop has a 30-day trial available. It is the "standard" for modifying images. Photo manipulation is an art in itself. For chest photos (depending on the angle of your body to camera) you could start by making any, er, shadow areas darker. Some women already emphasise cleavage with makeup, this is the digital version. Other touch ups include removing pimples, cleaning bloodshot eyes, smoothing wrinkles, and even stretching limbs. There's a reason Gimp is slang for a crippled person!
Serif PhotoPlus 6.0 is also free and much easier to learn. It looks/works a LOT like Photoshop 7, and since you can use Photoshop 7 tutorials to learn from its probably the easiest free POWER editor to learn. It will even use Photoshop Plug-ins (little add-on programs)
