You should not touch the babies or the mother will reject them.

it is fine to handle young bird, bird do not have a great sense of smell to start will. I handle my young after one week so they get use to human hands, the mothers alway welcome them back. Sometimes you have to handle them from a very young age to move them to another nest becuase the real mother isn't feeding them, the new one will welcome them willingly.
Handling eggs shouldn't be done a lot becuase you can kill the chick inside with germsf rom your hands or from shaking the egg too much.
Now that your chicks are 3 weeks old you can handle them well, the wing and tail feathers should be mostly in but with fluffy down feathers still on most of the body. Handle them all every day for 5 to 10 mins as training with humans and hands.

I wait to handle mine until they are 4 weeks old because before that they are so fragile and you can easily injure them. The mother won't reject the babies if she trusts you and your scent is the one on the babies.
From what I can tell from your question, the mom knows you well enough to not reject the young, but she will bite you when you take them out and put them back.
Good Luck!

i touch and hold all the chicks from birth and have done for 47 years.at 7 days old i put on a close ring with my exclusive budgerigar society ring number.not to handle them is an old wives tail,do wash your hands first more so if you may have stroked a cat or dog.my favourite time is 3 weeks old i handle them a lot so much so they become tame and fearless, they then become super parents the following year.i have never had a chick rejected and have reared over 9,000 in my lifetime of breeding.you go ahead and handle them and experience more enjoyment than you imagine you could.good luck in this wonderful hobby.

I have 4 week old budgies,at this time. I have handled them since they were hatched. The most important thing is to know the parent bird or if not sure then don't do it now.Wait and do it later when they are older. I think its good to hold them ,so they get use to human touch and noise. They make a better pet. You are best to judge the whole thing by knowing your birds.................good luck

Its probably an aggressive behaviour to protect the young. Most birds exhibit this behaviour when they got young and a potential predator around. Animals are very vulnerable when they are young. They can catch infections and die. Its important they establish a bond with their parents and they are best left with their mother at this time

your just a trusted landing space with food, as for the young feathers must be 2/3rds grown before its advized to handle them.

I think that would be hand raising them which make everyone want then and the cost of any other bird "hand raised" goes up.

Baby birds are very fragile. And there is a chance that after you touch them the mother may reject them.
