Because state law requires it. Actually more and more states are going to having two plates.
The official reason is: numerous car thefts have been solved because thieves often only have time to remove one plate. State troopers are trained to run computer checks on vehicles bearing only one plate to ensure they are not stolen. Also, hit-skip motorists, often leave the front plate behind when it breaks
off during a collision.
The real reason is so the red light cameras can get your plate and your face in the same picture and mail you a ticket.

So the cops can scope them from both directions... and it is easier for people to identify vehicles (doubles the chances really)
On the other side, it ruins the look of many cars.
