There is no best way.
There is no right way, wrong way, polite way, cool way, coolest way (sic), worst way or one hundred percent success rate way! In fact there is no "way" it's a myth to think that there is some sort of secret language that we should adopt when we want to ask someone to spend time with us alone.
Just be yourself. Ask him (her?) to go for a cup of tea, coffee McD somewhere after school, work ???? ..whatever.
Don't make it sound like you're desperate and that you are going to propose marriage just say you are going to chill out at the ........... would you like to join me. And then go from there.

Directly asking is the best way.
"I'm interested in going out to this restaurant...do you want to come with me?" "Fancy going out for a film?"
If he's interested in you, he'll say yes to anything.

You eventually pluck up the courage and ask outright ... "Will you go out with me on (insert day here) ... Do you fancy a movie or dinner?"

I would just take a deep breath next time you meet and ask them if they would like to go out with you for lunch or to a movie etc, they may say no, but you know what?? they may say yes!! you won't know until you ask xx

Ask them straight - "would you like to go out for a drink/to the movies/for dinner with me?"

Casually talk about a film that you want to see and then he will make a comment on it, if he says he wants to see it too ask him to come with you.

i'd say do it subtley, HOWEVER.. if it;s too subtle and they turn you down you'll never know if it was because they didn't want to go out with you or just didn't realise that's what you were asking.
so maybe just out right.. ask! :)
